"South Korea’s potential as an arms exporter results from its enduring confrontation with its northern neighbour. The need to keep up its guard against North Korea has meant that, despite its middling size, South Korea has long been one of the world’s biggest spenders on troops and armaments.
South Korea’s arms exports have increased more than sixfold since 2005; in 2021 they exceeded imports for the first time. The government sees the defence industry as a big source of future growth."

"The trouble with that argument is that, even without new members, cptpp lacks enforcement teeth. Deborah Elms of the Asian Trade Centre in Singapore, which works with governments and companies to fashion better trade deals, argues that the pact is weak when it comes to implementation. No one is really monitoring Vietnam’s obligations to meet cptpp standards on state enterprises, e-commerce and cross-border data flows. Nor has the deal’s dispute-settlement mechanism ever been used—Asian governments are not in the habit of suing each other. Meanwhile, the brevity of the pact’s language on accession suggests the founding members gave insufficient thought to admitting new ones—and South Korea, a tech and industrial giant, also wants to join.
Both political and technical challenges underscore the cptpp’s institutional shortcomings. Despite the complexity of its provisions, Ms Elms points out, few governments have officials working on the pact full-time. More striking, it lacks even a secretariat. Some of its supporters argue that cptpp can take the lead from the wto as the world’s chief promoter of free trade. If it lacks even an office, that remains a bold assertion."

"The changes wrought by Mr Moon have been mirrored in a development for which he is cannot claim credit, but for which he will probably be remembered as well: South Korea’s rise as an exporter of pop culture. bts and Blackpink are the world’s most popular boy band and girl band respectively. Bong Joon-ho, who was one of thousands of artists and intellectuals blacklisted by Ms Park for his left-wing views, won a Best Picture Oscar for “Parasite”, a dark satire about inequality. “Squid Game”, a gory television show directed by Hwang Dong-hyuk, also offering a crude critique of capitalism, topped the Netflix charts and produced countless memes now lodged in the global imagination. That both directors are now treated as national icons rather than enemies of the state suggests South Korea’s democracy has indeed grown stronger under Mr Moon. That both shows depict a world hopelessly stacked against the little guy suggests that Mr Moon’s promised egalitarian revolution still has a long way to go."
